Why This Reference Exists
Printed Mansfield directories no longer provide a complete current household list. The surviving sources answer narrower questions instead. The Town Clerk records land instruments, maps, trade names, vital events, and public-record requests; the Assessor and AxisGIS attach owner and mailing fields to parcels; the Registrar of Voters maintains the municipal registration route under Connecticut rules.
Tolland County is a geographic and judicial label, not an operating county records office. Connecticut has no Tolland County recorder or county clerk for a Mansfield deed. The local starting point is the Mansfield Town Clerk, while G.A. 19 Rockville, PD-25 Tolland-Mansfield, and the state agencies handle their own record classes.
The Connecticut FOI Act, Chapter 14, C.G.S. §§1-200 onward, provides the public-record request framework through the Mansfield FOI page. Address nondisclosure under C.G.S. §1-217, vital access under C.G.S. §§7-51 and 7-51a, and the Connecticut Data Privacy Act in Chapter 743jj each apply to different custodians and record types.
What the Mansfield Pages Point To
- Search angles: By Street for address-keyed records, City Directories for the historical shelf, and Resident Lookup for one-person verification
- Postal and address layers: ZIP Directory for Mansfield Center, Storrs, and institutional postal distinctions, plus Past Residents for an address history
- Local organizations: the Mansfield Public Library, Mansfield Historical Society, UConn Archives, and Find Neighbors civic and parcel context
- Access rules: the Connecticut FOI Act, voter-privacy limits, vital-record eligibility, and the difference between a public index and a certified copy
What This Reference Cannot Do
This is a privately run reference site, not the Town of Mansfield, the State of Connecticut, a court, the Mansfield Public Library, or the Mansfield Historical Society. Tolland County is a geographic and judicial designation, not an operating local records office. The reference does not hold the source records. Its limits are practical and legal:
- It cannot establish that a named person currently lives in Mansfield
- It cannot retrieve, certify, amend, or remove a Town, State, court, voter, or vital record
- It cannot add a person to, or delete a person from, an official roll or database
- It cannot give legal advice about a record, privacy request, or dispute
- It cannot promise that a portal, coverage year, fee, or office detail will stay unchanged
Only the responsible custodian can confirm, certify, or correct a record. An address withheld under §1-217 or a confidentiality program must not be reconstructed, and Connecticut Chapter 952 makes stalking and harassment unlawful. Nothing found here may be used for credit, employment, tenant screening, insurance, or another FCRA-regulated decision.
