1. About the Reference
Mansfield Residents Directory is a privately operated reference to public rolls, record indexes, and historical collections connected with Mansfield, Tolland County, Connecticut. It directs readers to the Town Clerk, Assessor and AxisGIS, Registrar of Voters, G.A. 19 Rockville, PD-25 Tolland-Mansfield, DPH, the Mansfield Public Library, the Historical Society, and other custodians. It does not host their records and is not affiliated with any of them.
2. Lawful Conduct
Use these pages and any linked result only for a lawful, responsible purpose. Prohibited conduct includes using the service to:
- Stalk, harass, intimidate, threaten, monitor, or injure another person
- Find a person whose address is protected by a restraining or protective order
- Carry out identity theft, fraud, or another unlawful act
- Make an FCRA-regulated decision about credit, employment, tenant screening, insurance, or another covered purpose
- Scrape, reproduce, or republish the pages in bulk
- Attack, disrupt, or bypass the service's security
Connecticut Chapter 952 addresses stalking and harassment. Address nondisclosure under C.G.S. §1-217 and the Address Confidentiality Program are privacy protections, not obstacles to defeat.
3. FCRA Boundary
Mansfield Residents Directory is not a consumer reporting agency under the Fair Credit Reporting Act, 15 U.S.C. § 1681 et seq. Neither these pages nor a result returned by a linked search tool is a consumer report. Do not use either source to decide eligibility for credit, employment, housing, insurance, tenant screening, or another purpose regulated by the FCRA. The Federal Trade Commission's FCRA reference provides the statutory context.
4. Outside Portals
The Town Clerk, Assessor, AxisGIS, Registrar of Voters, courts, DPH, libraries, archives, and third-party services each control their own pages, terms, fees, availability, and data practices. This reference does not control those destinations, including any sponsored search tool linked from a page. Vital-record access remains subject to C.G.S. §§7-51 and 7-51a and the rules of the Mansfield Town Clerk or DPH.
5. No Warranty
The pages are supplied "as is" and "as available," without warranties of any kind. No promise is made that a Mansfield office link, coverage date, fee, record description, or search result is accurate, complete, current, or available when you use it.
6. Liability Limits
To the fullest extent allowed by law, the operators are not liable for direct, indirect, incidental, consequential, special, or similar damages arising from use of these pages or a linked resource. That includes a decision made from a record located through the reference.
7. Your Responsibility
You agree to indemnify and hold harmless the operators from claims, demands, losses, or expenses, including reasonable attorneys' fees, that result from your misuse of the service or breach of these terms.
8. Site Content
The original writing, design, logo, and layout belong to the site operators and are protected by copyright. Linking to a page and quoting a short attributed excerpt is welcome. Republishing a full page or systematically copying the content is not permitted.
9. Changes to the Terms
A new version may be posted here when the terms change. Use after the revised version appears means that you accept the revision.
10. Access Restrictions
Access may be blocked or limited for a person who violates these terms, abuses the reference, or threatens its operation. The operators may take that action at their discretion and without advance notice.
11. Connecticut Law
Connecticut law governs these terms without regard to conflict-of-law principles. Public-record requests to a Mansfield agency are governed separately by the Connecticut FOI Act, Chapter 14, C.G.S. §§1-200 onward, and the Town's FOI procedure. Qualifying consumer-data rights are addressed in C.G.S. Chapter 743jj, the Connecticut Data Privacy Act, effective July 1, 2023. Neither statute turns this private reference into a records custodian.
12. Severability
If a court finds one provision unenforceable, the remaining provisions continue to apply to the extent permitted by law.
13. Questions
Questions about these terms may be sent through the Contact page. Record requests themselves belong with the named Mansfield or Connecticut custodian.
